One way would be to look at the V chord moving from say a key center and choose the upper extentions of the V chord that are most natural from the key center you are in. Ex. C Db7 would have of course D F# C <--- these would be non-negotiable
then your nine could be Eb9 or Fb#9 (not both)
the 11 would be a G #11 and a b13 A. Now of course melody would naturaly TRUELY dictate the harmony but from the perspective you outline I believe this is it!
